Dr. Paula E. Chan focuses her practice on school law, advising clients on issues related to special education, labor and employment, employment discrimination, student discipline, and disability accommodations. She has considerable experience planning and implementing civil rights investigations enforcing Section 504 of the Rehabilitation Act, Title II of the Americans with Disabilities Act, Title VI, and Title IX.
Prior to joining Weston Hurd in March 2025, Dr. Chan trained teachers and school professionals as an Associate Professor of Special Education at Cleveland State University. She also worked as a Board Certified Behavior Analyst, and an expert consultant for the Department of Justice, advising the Department on restraint and seclusion practices for individuals with disabilities. During law school, Paula served as a judicial extern for the Honorable Magistrate Judge Amanda Knapp of the U.S. District Court, Northern District of Ohio.
Paula received her master’s degree with a concentration in Applied Behavior Analysis from the University of South Florida, and her Doctor of Philosophy with a concentration in Special Education and Applied Behavior Analysis from The Ohio State University. She received her J.D. from Cleveland State University College of Law.
